  1. 9. Select and promote the core plan

Based on the Core Principles and Core Policy, it is important to select plans which cover the detailed plan and schedule, and execute each part of the plans in order to effectively realize the Shuri Castle restoration project with a long-term view. Therefore, as for selecting plans, we will consider the opinions of Okinawan people, the Japanese government, other related organizations such as Naha City, and experts in related fields. We will also work together with higher education facilities and research facilities and try to create a way for people inside and outside of the country along with Okinawan people to participate in the Shuri Castle Restoration project.

(1)Selecting a core plan to reflect Okinawans’ opinions

Following the core policy, Okinawa Prefectural Government will select a core plan by the end of Fiscal Year 2020, and discuss ways to secure the budget.
When selecting plans, we will set up a committee which will select the core plan, and work together and get advice from the national government, related organizations such as Naha City, experts, and organizations in commerce, tourism, and culture. In addition, symposiums and workshops will be hosted to take in the opinions of those inside and outside of the country who support the restoration project.

(2)Establish an academic network inside and outside of the country

Diversification of social needs means universities and other research facilities are required not just to educate future academic researchers but also to contribute the “resources of knowledge” that each organization has to the local region.
Thus, the prefectural government will establish a place to discuss plans for the restoration project utilizing the knowledge of higher education organizations such as the University of Ryukyus, and using networks with organizations inside and outside of the country.

(3)Restoration project with continued involvement of Okinawan people

It is important to get the support and participation of many people, including Okinawans, for the Shuri Castle restoration project, and it is supposed it will last for a long period of time.
Since there have been various projects carried out inside and outside of the country, the prefectural government will work together through those activities, promote them, and create a platform through which many people can participate in the project.
